At 9 A.M. of March 22nd, the ceremony of appointing professor Otsuka Yutaka of Hiroshima University part-time professor of Jiangsu University was being held in the meeting room of School of Teachers Education. Jiangsu University vice president professor Chen Long made a speech , awarded the Japanese professor a letter of appointment and pinned a university badge for him.

A well-known educationist, chairman of Japan Comparative Education Society, Ph.D supervisor and education professor of Graduate School of Hiroshima University, Professor Otsuka Yutaka mainly studies comparative higher education, making research of the higher education in China, Japan and some other Asian countries. After the ceremony, professor Otsuka Yutaka made a speech about the development and characteristics of Japanese education.
